At his cheaper SF cost, you’re paying for a usable starter/stream-plus with upside rather than an already-priced-in breakout. If his team’s target distribution consolidates (injury/role change) he’s the type who can jump tiers quickly because the TE landscape is thin.
Kincaid is valued higher because his role is already closer to an every-week, route-heavy, high-percentage receiver tied to an elite QB and stable passing environment. He has the clearest path of the two to consistent target volume, which is what separates reliable TE1s from the matchup-dependent pack.
